The European Parliament has approved a resolution supporting Ceuta with the votes in favor of the Popular Party, ECR, and Patriots, the group to which Vox belongs, and the opposition of the S&D. The European socialists have maintained their veto on the Eurochamber’s statement to avoid any criticism of Morocco, and they voted massively against it. Starting with the president of the group to which the PSOE belongs, Iratxe García, as well as the rest of the Spanish socialists, but also a good number of international parliamentarians.
The approved text is the one presented by the Popular Party with some minor modifications, and in that resolution it directly talks about invasion. “Considering that Ceuta, with a resident population of approximately 84,500 inhabitants, has been invaded and has seen how its reception facilities, its health services, and its infrastructures were on the verge of collapse,” it says in one of its first points.
The resolution also “strongly condemns the mass illegal entries into Ceuta from Morocco, by land and sea, as well as the instrumentalization of irregular migration as a hybrid warfare tool against the territorial integrity of a member state,” and “considers it a priority to strengthen the protection of the Union’s external land and sea borders in Ceuta.”
And it also calls “on the Moroccan authorities to assume their responsibilities as a key partner of the European Union and to fulfill their commitments regarding border management, return, and migration cooperation” and “considers that any statement questioning Spanish sovereignty is unacceptable and incompatible with the obligations of a partner country.”
The document also clearly alludes to the massive regularization process by Pedro Sánchez’s Government as a key factor in the “invasion,” and it also refers to the warnings issued by intelligence services. “Considering that, on August 1, 2026, twenty-two heads of state and government signed a joint letter requesting an immediate and coordinated European response, linking the crisis to the massive regularization of more than one million irregular migrants carried out by the Spanish Government and emphasizing that illegal entry must never become legal residence,” it says in part.

“Considering that the local authorities and security and intelligence services had repeatedly issued warnings to the Spanish Government, as revealed by the disclosure of confidential reports on September 9, indicating that the pressure at the border had been building up long before those days,” it adds.
The text has finally gained broader support than the European People’s Party (EPP) itself expected: 339 votes in favor and 225 against. Yesterday afternoon, from within the Popular ranks there were doubts it would pass, but the Spanish delegation of the Popular Party has been working until this very morning to gather as many votes as possible. In fact, the so-called Venezuela majority with which the European Parliament supported the country and recognized Edmundo González as the “legitimate” president has been repeated.
That union of EPP, Patriots, and ECR had fractured in recent months due to the confrontation between the Popular party and the group in which Vox is. And even yesterday, from the formation led in Europe by Jorge Buxadé, they pointed out that barely any contacts had taken place. But between yesterday afternoon and this very morning, negotiations have intensified and the document has been validated.
