The spokesperson for Junts in the Congress of Deputies, Miriam Nogueras, has warned the Government that her party will not give it “a single vote” if “Catalonia is not left out of the distribution” among the autonomous communities of the hundreds of migrant minors who arrived in Ceuta last week.

In her message on social media, the neoconvergent leader recalls the pressure exerted by JxCat, in the same sense, “in the distribution made a year ago of the unaccompanied minors from Canary Islands“.
“We achieved what no one had ever done before, that Catalonia was left out, and we did it alone. The rest of the Catalan deputies accepted that, as always and without resources, Spain continued to abuse the Catalans and continued to strain a country [Catalonia] that can no longer take it,” Nogueras said.
In July 2024, Junts added its votes to PP and Vox and blocked in the Lower House the consideration of the reform of the Immigration Law [on the rights and freedoms of foreigners in Spain and their social integration] to make mandatory the reception of migrants agreed upon by the PSOE and Sumar with Canary Coalition.
The Generalitat, then governed by Esquerra Republicana in caretaker mode after the May regional elections, requested that “the uniqueness of Catalonia” be recognized in the distribution for having received a greater number of migrants in previous years compared to most regions.
After several months of negotiations, JxCat reached an agreement with the Pedro Sánchez Executive in March 2025 to approve a Royal Decree-law in order to modify article 35 of the Immigration Law.
Carles Puigdemont‘s party boasted that, of the more than 4,000 minors who remained in centers in the Canary Islands and Ceuta, around thirty would be transferred to Catalonia, while Madrid would receive more than 700 following the criteria agreed with the Government: population (50%), per capita income (13%), unemployment rate (15%), effort (6%), structural sizing of the place system (10%), border city (2%), insularity (2%) and dispersion (2%).
