The summary of the PSOE’s sewers includes continuous references to the President of the Government as the main beneficiary of the activities directed by Santos Cerdán and which had militant Leire Díez as responsible for executing the plumbing operations on the ground.
The Civil Guard places the «turning point» of the plot investigated by the Audiencia Nacional in April 2024, the date on which the head of the Executive suspended his agenda and took a few days for reflection after the opening of judicial proceedings against his wife, **Begoña Gómez**.
From then on, Santos Cerdán and Leire Díez set out to «protect» the interests of **Pedro Sánchez** by seeking information with which to try to short-circuit the different judicial procedures that could affect the president and his family.
The **Central Operative Unit** (UCO) of the Civil Guard highlights that Cerdán and Díez «acted jointly» and «developed this activity in a coordinated manner, maintaining a unity of action and direction» with the aim of «protecting the interests at stake» that affected «certain members of the Government or its president».
Following this strategy, it was on April 24, 2024, when journalist **Patricia López**, a prominent member of Leire Díez’s plot, warned that she had «audios and information» revealing the alleged actions of the police «sewers» «against Pedro Sánchez» and asked him to speak immediately with the then Secretary of Organization of the party.
«Leire, I need you to talk to Cerdán about Pedro Sánchez. We have audios and information about the sewers against Pedro Sánchez. From **Manos Limpias**. The PP. And the General Information Commissioner’s Office», the journalist who died months ago told him.
From that moment, the operation was activated, and the former right-hand man of the President of the Government gave the green light for an operation that extended, at least, between 2024 and 2025. «Santos ordered Leire to travel to Madrid to hold a meeting», states the Central Operative Unit (UCO) of the Civil Guard.
«I’m going urgently to Madrid (…) Santos sent me. We have information that would help the president», wrote the person popularly known as the PSOE’s plumber.
After a meeting in Ferraz, the sewer leaked some audios from Villarejo that were published by several media outlets, and those investigated celebrated the success of the operation. «The boss is going to put us on an altar», the socialist militant boasted.
References to the head of the Executive in the seized material continue, and Leire Díez herself later recorded that «a priority line of the organization» was to gather, among other things, as much information as possible about the Hidrocarburos case», a case in which businessman **Víctor de Aldama** was arrested and imprisoned. He agreed with the Prosecutor’s Office to confess the commissions he had paid to the former Minister of Transport and directly incriminated Pedro Sánchez. Not in vain, Aldama stated in his first declaration before the Audiencia Nacional and later ratified in the Supreme Court, that Sánchez told him at a rally in the La Latina theater that he was aware of what he was doing and congratulated him for it. The general secretary of the socialists has always denied exchanging these words with Aldama, despite meeting him at that event and being photographed together, as **EL MUNDO** accredited.
For all these reasons, the socialist plumber specified to her interlocutors that this line of investigation linked to the fuel plot was very important for Santos Cerdán «by order of the one», as she continuously referred to him in code, again and again, in reference to the socialist president.
Allusions to the head of the Executive continue even when Leire Díez’s name began to appear in the media as the head of an organization dedicated to trying to gather compromising information about judges, prosecutors, police commanders, or journalists.
Thus, the UCO gives as an example that «in apparent relation to her appearance» in the press as «a plumber from Ferraz», Díez herself confessed: «Yesterday the one told S», referring to Santos Cerdán, «to tell me that I am doing a tremendous job and and not to get discouraged».
Likewise, Díez even promised Commander **Rubén Villalba**, implicated in the Koldo case and with whom she met in a bar in Leganés to obtain sensitive information from high-ranking officials of the Armed Institute, that she herself would intervene in the appointment of the next operational deputy director of the Civil Guard precisely because she had access to the «party’s one» and the «Government’s one». This was reflected in the reports prepared by Villalba himself, revealed by this newspaper, and to which the Civil Guard also had access.
After examining the countless references described, the Judicial Police has no doubt as to whom Díez was referring to with «the one» and clarifies that it was the appellation she repeatedly used in her conversations to refer in code to the «President of the Government».
