Although the Government has denied since the beginning of the crisis that the massive entry of immigrants into Ceuta was related to the extraordinary regularization process, the report from the National Immigration and Borders Center delivered to the magistrate of the National Court María Tardón refers to the influence that the regularization process undertaken by the Government may have had on the entry of more than 70,000 immigrants into Ceuta on July 30 and 31.

Thus, the police document includes a poster with the image of Pedro Sánchez that circulated in the days prior to the massive entry through Moroccan social networks, which said: “Spain is close to closing the door to the regularization of immigrants. The final deadline is July 30, 2026“.
The report states that although “the recently completed extraordinary regularization process in Spain cannot be considered a direct influencing factor on this massive entry, since it is a process already closed to which those entering the autonomous city during this episode could not apply. However, it should be evaluated as a concurrent secondary factor, the existence of the perception that the recent regularization process and its use on networks, constitutes a simplifying message, direct and far-reaching”.
And the National Immigration and Borders Center concludes that “the call for this mobilization for the massive entry does take advantage of a distorted idea that has been established in the forums of immigration candidates that can be summarized, in its translation to ‘viral’ language as: ‘In Spain, in the end, you get papers’“.
On August 1, hours after the massive entries, the Ministry of Foreign Affairs denied any link in a statement: “The extraordinary regularization process has no relation whatsoever with these events: it requires proof of residence in Spain before January 1, 2026, and having stayed five continuous months at the time of submitting the application. Those who crossed on July 30, 2026, are excluded by definition,” it said.
And it attributed the massive entry to the actions of mafias as a response to a Supreme Court ruling: “Human trafficking networks have spread through social networks and messaging applications an interested and erroneous interpretation of the recent Supreme Court ruling, making people believe that those who managed to cross into Ceuta could remain in Spain. The ruling does not modify the Immigration Law nor allow the stay: it only requires applying the ordinary return procedure”.
