The report from the National Immigration and Borders Center delivered to the magistrate of the National Court María Tardón about the invasion that Ceuta suffered on July 30 and 31, with the entry of more than 70,000 immigrants, indirectly points to the participation of Morocco in the events due to the “prior planning” that accompanied them, the “active guidance” of the Moroccan Security Forces over “the mass,” and because it categorically rules out that it is a migratory phenomenon organized by the mafias operating in the said country.
EL MUNDO has accessed the conclusions of the police report where it is stated literally that the invasion of Ceuta occurred with the “existence of prior planning and, therefore, a prior intellectual authorship and another simultaneous material authorship that involves monitoring and control functions.”
According to the Police, these authorships “go far beyond the most obvious of the active subjects who enter and exit Spanish territory irregularly and those projected over all issues associated with the different levels of response to Spain.”
The police report emphasizes the idea that there was a “strategic and operational direction” in the invasion of the autonomous city “according to perfectly defined procedures through the different phases of the execution process.” “The chosen place Ceuta, the specific area through which access is gained, and the date and times when the different phases and access profiles are activated are elements whose concerted concurrence for all also reveals the existence of prior planning,” the document states.
Likewise, the report rejects that it is a migratory phenomenon: “We are facing a process defined with objectives different from migratory ones.”
According to the intelligence unit of the General Immigration Police Station, called CENIF (acronym for National Immigration and Borders Center), this planned process is also contributed to by “the widespread facilitation of routes and transfers to converge at a specific place, at very defined time slots, and a favorable management projected on two different levels that operate almost simultaneously both at the entry and exit of Spanish territory: the scarce presence of Moroccan Security Forces and the active guidance of the mass towards passage points by these Security Forces.”
Furthermore, the conclusions of the police document also point out that “the high level of specialization of the tasks or functions” is not “within the reach of any criminal structure known to the Police in that area and that are far from the capabilities of the few significant structures operating in the field of irregular immigration in Morocco.”
The Police indicate that “the migratory purpose operates only as a formal cover that serves to promote, drive, and direct a massive flow of people to the Ceuta border. This is confirmed by the indisputable fact that the profile of the majority of immigrants does not seek to remain in Spanish territory.”
“Calculated ambiguity”
The report holds that this type of actions of “calculated ambiguity” and “gradual advance” are typical characteristics “of gray zone strategies.”
Not surprisingly, the document links the events that took place on July 30 and 31 with the massive immigrant entries called in May 2021 and September 2024. “The activity developed around this process necessarily must have continuity, at least since 2021,” the police report highlights.
Currently, Judge Tardón is awaiting the report from the National Court Prosecutor’s Office on the competence of this body to investigate the events. The Public Prosecutor’s report is not binding.
For its part, the Ministry of the Interior denied this Wednesday that the attack on the Spanish border from Ceuta—as defined by the president, Pedro Sánchez, as an “attack on Spanish sovereignty”—is labeled as “planned or executed by the Moroccan Security Forces.”
The department led by Minister Fernando Grande-Marlaska has issued a statement pointing out that the report sent to the judicial authority does not explicitly say that the “Security Forces” of Morocco planned or executed the avalanche that brought Ceuta to the brink of collapse.
