The serious situation that Ceuta is going through after the massive assault of immigrants on July 30 and 31 has opened a new front of battle between the Government and the opposition and, nevertheless, the hostility has not prevented the Congress, with the vote in favor of the Popular Party, from validating by 304 yes votes against 33 no votes (Vox) and seven abstentions (Junts) the decree of urgent measures to help the city recover normality and boost its economy. The amount contemplated in the regulation reaches 309 million euros.

At the same time, and to record that the majority of parliamentary groups do not support either the Executive’s response to the massive assault on the border or the management of the crisis experienced by the people of Ceuta, the Chamber has approved the motion presented by the Popular Party reproaching the Minister of the Interior, Fernando Grande-Marlaska, and demanding the immediate and permanent reinforcement of the National Police, the Civil Guard and, while necessary, the Armed Forces, in Ceuta, which are also urged to be provided with all the means and adequate conditions to protect the border, guarantee public order and restore normality.
It also calls for the establishment of special security devices in streets, public spaces, educational centers and in the daily routes of schoolchildren, women and minors as well as adopting the necessary measures to make effective the return or deportation of those who entered illegally, resorting to all available national, European and bilateral legal instruments and urgently increasing the personnel and resources allocated to the identification and processing of all return, deportation or asylum files.

The motion also proposes, in the case of minors, prioritizing their identification and the location of their families to proceed, considering their best interest, to their return to the family environment or to their delivery to the protection services of their country of origin.
Finally, the Congress urges the Government to summon again the ambassador of Morocco in Spain to ask for explanations for the repeated claims made by members of the Moroccan Government about Ceuta and Melilla and for the actions of their authorities regarding the events of July 30 and 31. And to this it adds the demand that the Government immediately recall the ambassador of Spain in Rabat.
