The latest report from the Central Operative Unit (UCO) of the Guardia Civil complicates the defense strategy of the former PSOE Organization Secretary Santos Cerdán by revealing the control he had over the income of the construction company Servinabar. The agents conclude that Cerdán had “undeclared sources of income” and that through this company he paid personal expenses for almost 10 years and even negotiated, for example, the purchase of a property worth one million euros near the GranVía in Madrid, which almost materialized: he visited it and his wife even planned renovations worth another 350,000 euros.
The Guardia Civil thus manages to prove how the former socialist number 2, ultimately, used Servinabar, the company that Cerdán still claims to have no relation with, practically as his and his family’s cash box for almost 10 years, with a key payer: Acciona, which in some of those years became the source of 90% of the company’s income (95% in 2019, and 99% in 2020).
In the police report, which focuses on thoroughly analyzing the assets of the former socialist Organization Secretary, the agents dissect the sources of income and expenses of Santos Cerdán between the years 2014 and 2025, when he was sent to preventive prison by the Supreme Court for several corruption crimes (currently, the former socialist leader is free).
The defense strategy of the former PSOE number 2 has so far been to dissociate himself from this kind of ghost construction company, which obtained several million-euro contracts in Navarra, practically without workers, hand in hand with the IBEX giant Acciona. The investigators outline a very clear scheme: Cerdán helped Acciona get contracts, and money from Acciona appeared in Servinabar’s accounts and was gradually spent by the Cerdáns.
The lack of “discretion” of Cerdán’s wife
The patriarch still denies being the owner of the company to this day. However, according to the judicial investigation, the politician who inherited the helm of the PSOE in 2021 and in 2023 wove the pacts that allowed Pedro Sánchez to govern had acquired in June 2016 45% of Servinabar by purchasing 1,300 shares through a private contract that Antxon Alonso kept in the garage of his house in Elorrio (Vizcaya).
In reality, according to the UCO’s torrent of data, Cerdán and his family enjoyed up to 323,000 euros during that time from both Servinabar and companies linked to it, while Antxon himself complained to his wife about the lack of “discretion” of his partner and his wife, Paqui Muñoz.
She also personally received up to 18,700 euros – with a salary of 1,500 euros per month – from a company linked to the network, Lorgen, and allegedly received it for supposedly being employed by it, when the Guardia Civil has proven that she did not perform “any work”. The new Guardia Civil report, accessed by EL MUNDO, also emphasizes that Cerdán handled large amounts of cash whose origin has not been proven, some of it allegedly linked to the Socialist Party.
To cite some examples, the former PSOE Organization Secretary resorted between 2014 and 2017 to “cash income of apparently unknown origin amounting to 18,261 euros,” and made numerous cash withdrawals “coinciding with the ministerial period of José Luis Ábalos” as head of Transport, allegedly relying on the “award to Acciona Construcción” of several public works. Servinabar, as mentioned, regularly participated in joint ventures (UTE – Temporary Union of Companies) in public tenders with the company chaired by José Manuel Entrecanales. For example, the widening of the Belate tunnel in Navarra, the most expensive project in the region in 15 years with 74 million euros.

Servinabar company’s income
The Guardia Civil even suggests the possibility of money laundering in the handling of funds, pointing out two hypotheses regarding the origin of the funds Cerdán moved: either that “expenses claimed from the PSOE and the Congress of Deputies were covered by an undeclared source,” or that Cerdán passed false expenses to the party.
The agents describe as “notable” the significant reduction in card payments made by the former PSOE deputy during 2019, 2020, and 2021, coinciding with the period when Ábalos held the position of Minister of Transport and the multinational Acciona was awarded the contracts under investigation.
Furthermore, the UCO emphasizes that up to 87% of the income of the company Servinabar, in which Cerdán held almost half the shares through a contract his partner kept hidden, came from Acciona, with which it competed for public tenders awarded by Sánchez’s government.
“It is of special interest to the investigation that, in the 2018-2021 period, which was called the ministerial stage in Report 96/2025 (period in which Ábalos held the position of Minister of Transport and Acciona was awarded the tenders under investigation), the percentage of income from Acciona [to Servinabar] was close to or more than 90% of the total, highlighting 2019 (95.72%) and 2020 (99.81%),” the report states.
The Guardia Civil also points out that the “expense settlements declared by the PSOE and the Congress of Deputies” do not match the “higher totals of cash withdrawals and expenses observed in accounts under concepts” currently under investigation.
The UCO has also detected several payments by the PSOE that have not been declared so far. For example, an undocumented cash payment from the Socialist Party of Navarra to Cerdán not reported by the party to the authorities. Specifically, two amounts received from a party worker whom the Guardia Civil links to the current Secretary of the Presidency of the current head of the Navarrese Executive, María Chivite. Hours later, Cerdán deposits 1,800 euros into a checking account, part of which the agents link to that payment.
