The Minister of Territorial Policy, Ángel Víctor Torres, will be appointed by the Government as coordinator of the Ceuta migration crisis three weeks after the surge of 80,000 people who irregularly crossed the maritime border from Morocco. In this way, he will assume the sole command of the various ministries with competencies in this emergency as demanded, until now unsuccessfully, by the president of the autonomous city, the popularJuan Jesús Vivas.
Sources from his department explain to this newspaper that his appointment is “understandable” since he leads a “cross-cutting” portfolio and has extensive experience in migration issues. In this regard, they recall that he was at the head of the Canary Islands regional government between 2019 and 2023, years in which he had to manage several crises of this nature on the islands, although on a smaller scale.
They also highlight that Torres was the driving force behind the amendment of the Aliens Law for the mandatory distribution of unaccompanied foreign minors among autonomous communities when one of them greatly exceeds its reception capacity. The reform of article 35 was ratified by the majority of Congress in April 2025 with votes against from PP and Vox.
Although the Government does not specify the exact number of ministries that the head of Territorial Policy will lead, at least those of Interior, Foreign Affairs, Defense, Migrations, Health, and Youth and Childhood will be included.
The PP leadership considers this the measure that the President of the Government, Pedro Sánchez, “buys” from Alberto Núñez Feijóo, as it was “one of the seven solutions” that the opposition leader detailed in his last visit to the autonomous city on Wednesday.
