The Central Operative Unit (UCO) of the Guardia Civil concludes that Santos Cerdán had “undeclared sources of income” and that his construction company Servinabar negotiated the purchase of a property worth one million euros for him, which ultimately did not materialize. Until now, the defense strategy of the former number 2 of the PSOE was to dissociate himself from the construction company and deny being its owner.

The Guardia Civil report, accessed by EL MUNDO, highlights that, to cite some examples, the former PSOE Organization Secretary had between 2014 and 2017 “cash income of apparently unknown origin amounting to 18,261 euros” and made numerous cash withdrawals “coinciding with Ábalos’s ministerial period” leading Transport and the “award to Acciona Construcción” of several public works.
Likewise, the UCO emphasizes that up to 87% of the income of the company Servinabar, in which Cerdán was the hidden partner, came from Acciona, with which it competed for public tenders awarded by the Sánchez Government.
The Guardia Civil also points out that the “expense settlements declared by the PSOE and the Congress of Deputies” do not match the “higher totals of cash withdrawals and expenses observed in accounts under concepts” that are under investigation. At the same time, it argues that “the goods and services” that Cerdán has enjoyed have been paid for by Servinabar.
In this way, the investigators quantify at 323,178.41 euros the funds from this company that Cerdán enjoyed between 2015 and 2024 and state that this company “negotiated the purchase of a property in Madrid for an amount close to one million euros, with the operation finally failing after the selling party withdrew.”
“This point reveals,” according to the UCO, “the full availability on the part of Cerdán of Servinabar’s funds.”
In the extensive asset report on the former trusted man of Pedro Sánchez, the UCO reinforces the possible existence of an alternative undeclared source of income for Santos Cerdán coming from the collection of illegal commissions.
In the case of the alleged rigging of public works, framed in the Koldo case, Cerdán is charged with crimes of criminal organization, influence peddling, and bribery.
